Claritev Debuts PHCS Novera to Enhance TPA Network Design Control Amid Rising Healthcare Costs

Claritev Launches PHCS Novera to Give TPAs More Control

Claritev Corporation officially launched its new primary network solution called PHCS Novera today. This innovative platform helps third-party administrators (TPAs) manage rising healthcare costs while maintaining flexible network strategies. Rising healthcare expenses, projected to increase by 9.5% in 2026, drove the launch of PHCS Novera. This move addresses the increasing demand from employers for adaptable and economical healthcare options. The solution allows for tailored networks that adapt to local market needs while providing national coverage.

TPA’s are able to use the platform to link with networks made up of well-known local healthcare organizations such as Banner Health and Ascension. The system combines local access with access for remote employees. PHCS Novera provides a solution for incorporating more cost-containment measures into self-funded health insurance plans. Claritev aims to improve transparency and affordability across the U.S. healthcare system with this launch. The company leverages advanced analytics to power this robust enterprise platform for its clients.

“TPAs are being asked to help employers manage cost trends without giving up reach or flexibility,” said David Murtagh, Senior Vice President and General Manager, Network Solutions at Claritev. “PHCS Novera is designed for that shift, combining strong regional provider relationships with national access in a competitive and configurable model.”

Strategic Flexibility in Healthcare Network Design

The system enables TPAs to design market-specific primary networks that prioritize member experience. It provides a new way to balance access and cost discipline in a rapidly changing market. This flexibility is essential as nearly two-thirds of covered workers are now in self-funded plans. By providing clear insights, the platform helps stakeholders make more informed benefit design decisions.

“There are many new, creative solutions that can help employers control costs and PHCS Novera is designed to be the medical network at the center of a robust health plan,” said Dallas Scrip, Senior Vice President, TPA Segment Leader at Claritev. “It gives TPAs a new way to balance access, flexibility, and cost discipline in a changing market to help meet each employer’s unique needs.”

The company currently offers the solution in select markets and plans additional launches throughout 2026. Claritev serves more than 100,000 employers and 60 million consumers through its technology-enabled services. These advancements help make healthcare more accessible and fair for all participants. The company continues to use its decades of claims expertise to drive innovation. This launch marks a significant step in Claritev’s mission to deliver quality healthcare insights. All services remain focused on reducing waste and eliminating friction in the healthcare ecosystem.
